AEP's implemenation and use of PRISM Project Manager Cost Package
Over the last year, American Electric Power’s Outage & Project Controls cost management process has transformed from managing stand-alone projects and programs controlled in a spreadsheet environment, to utilizing PRISM Project Manager’s Cost Package. This transition presented several challenges which included gaining user acceptance, providing adequate training, standardizing business processes and customizing multiple reports.

This presentation will provide a synopsis of how AEP has used out of the box functionality, coupled with custom enhancements, to create an environment to manage over 150 projects. AEP’s unique use of funding options, custom reports, and Summary projects will be discussed along with proposed future enhancements.

Implementing Effective Project Controls in a Resource Constrained Environment
To overcome a severe nationwide energy shortage and prepare for steadily growing future demand, Eskom Enterprises, South Africa’s national power company, is building twenty (20) new power stations over the next twenty (20) years.  Technologies being applied in this effort range from traditional Coal-Fired units to Pump-Storage, Gas, and Nuclear.  Massive projects are also underway to expand the nation’s Transmission and Distribution Grids to facilitate flow from the stations as they are brought online.  
 
In any environment, this kind of effort would present significant project management and controls challenges.  But Eskom is also faced with overcoming a unique shortage of skilled project controls resources.  South Africa is a nation playing catch-up in building its skilled resource base. Unfortunately, the power needs of the country cannot wait.
 
This presentation will focus on how Eskom’s Capital Expansion Department (CED) was formed to meet and overcome these challenges.  It will discuss topics such as tool selection, the rollout plan developed for PRISM, the importance of custom training, and how processes and procedures have been developed and implemented to support tool rollouts.  Finally, the presentation will discuss our vision for the future of project controls at Eskom and how we plan to get there.

PRISM Integrations with Intergraph SmartPlant® Enterprise
PRISM, ARES Corporation’s software suite for project management and project estimating for capital projects is distributed by Intergraph within the worldwide process, power, offshore, and shipbuilding industries. Intergraph and ARES, based on customer experiences, continue to work together to integrate and enhance PRISM Project Manager with Intergraph’s SmartPlant solutions, specifically with SmartPlant Materials. ARES offers project estimation within PRISM Project Estimator for capital cost budget development. The PRISM Project Manager Cost management package is designed to plan, budget, track, forecast, and report on the cost, progress, performance, and productivity of a project. Intergraph’s Materials Management solution SmartPlant Materials is designed to load BOM’s from design systems, create requisitions, purchase orders and do expediting/shipping and later receiving/warehousing at site. This session will discuss the different integration options and concentrate in detail on different project integrations performed with customers.

The DCAA Connection

Despite the fact that the D in DCAA stands for “Defense,” Parsons’ experience has shown that the Defense Contract Audit Agency may also be invited to participate in EVMS reviews conducted by other government agencies (DOE in particular).  One of their soapbox issues has been the requirement to effectively reconcile the actual cost (AC) reported in the monthly CPR with what is reflected in the responsible company’s job cost accounting system.  Since software applications like ARES PRISM Project Manager do not normally address this issue, Parsons created a fully compatible, proprietary application that it has used to satisfy this DCAA requirement on two successful validation/certification efforts in as many years.  This presentation will present the history behind the development of the application (called “ExEVM”), as well as a demonstration of how it was recently used to compliment ARES PRISM in our most recent EVMS implementation effort where DCAA was a review team member.

Using the PRISM Enterprise Suite in Snamprogetti Ltd for Managing Manpower Costs

The Prism Enterprise Suite is being used in Snamprogetti Ltd to manage costs and resources across the company. We will give an overview of how we mapped the software to the structure of our organisation. We will then cover certain aspects of our experience using this suite of applications in more detail. For example we will discuss using PES for corporate resource planning, project cash-flow forecasting, for producing client invoices and managing travel expenses.

This presentation would benefit anyone who is interested in using the Prism Enterprise Suite to manage all manpower costs and expenses for both the individual project level and also to summarise across the whole organization.

Implementing Time Phase Data with Merged Projects using PRISM 5.1

This presentation is aimed at showcasing the functionality of Time Phase Data (TPD) and Merged Databases in PRISM 5.1, particularly from an owner’s perspective. I will show how these two features have been successfully implemented in one of the project areas of Suncor's Voyageur Upgrader.

Implementing PRISM as Company "Cornerstone Application"

URS is one of the country's largest Design/Engineering firms with projects ranging from small studies to Mega EPC assignments. Our Washington Division serves a diverse client base including major Government M&O projects as well as full scale Design/Build efforts in the Power, Infrastucture, and Oil and Gas areas.

In 2007 Washington Division made the decision to implement PRISM as our "cornerstone application" for control of Engineering Earned Value, Subcontract Management, and overall Cost Control. We have implemented a highly successful transition to a Company Wide centralized PRISM application that currently encompasses over 100 daily users on Thirty Five significant projects. We expect these numbers to double by the end of 2008.

Standardization and Deployment of Project Control Procedures and Tools
URS Washington Division represents the consolidation of some of the biggest names in the Engineering and Construction business. Our impressive list of legacy companies include names like Ebasco,Rust,Stern Rogers, and Morrison Knudson.Needless to say this heritage has served us well in terms of diversity of Engineering and Construction experience and the ability to compete in virtually any Construction sector.

From a Project Controls perspective there has been similar benefit. We currently employ over 400 Project Control professionals whose collective experience is very impressive. Equally beneficial has been our ability to consolidate best practices and processes into a cohesive set of standard procedures.

With that said we have had our share of Lessons Learned. For a number of years we struggled with a widely dispersed work force and an endless number of internally developed control tools. Tools ranged from simple checklists to intricate databases to track everything from change orders to installed quantities. Even when we tried to standardize we seemed to allow our individual preferences to force deviations. For example, we had a vendor supplied Cost Control system that we called our standard. We ended up with two hundred and fourteen “bolt on” changes to the system and a confused operation environment that forced us to run three versions of the package simultaneously.

As the leader of the overall company Project Control organization I knew that we could benefit dramatically from standardization. I witnessed for many years our use of a single scheduling system and had enjoyed the ease of moving staff from project to project without worrying about training and unique applications. Late in 2006 we set out to select and implement a standard cost system. Our selection process ultimately resulted in our selection of PRISM. Our transition has been both a learning experience and a rewarding exercise.

I believe that today we are poised to deliver highly effective and consistent Project Controls to our project teams. We have made significant strides toward standardization and the early returns indicate that benefits will exceed our expectations.

Our presentation will focus on how we executed our selection process and how our past experiences shaped our implementation strategy. It will be interesting to anyone considering similar transition or anyone looking for solutions to the pitfalls of inconsistent application of Project Control tools.
